Underrated small-school pass rusher who consistently disrupts the action. Plays with terrific pad level, balance and body control. Fires up the field, can bend off the edge and gives effort in backside pursuit. Gets a lot of momentum going, displays a closing burst and attacks opponents. Easily changes direction, immediately alters his angle of attack and nicely redirects to ball carriers. Uses his hands very effectively to protect himself. Explosive and athletic. Shows the ability to rush the passer standing over tackle. Plays with a violent attitude and tries to strip the ball away from opponents.
Neg: 
Lacks size and bulk and gets overwhelmed by larger opponents. Really struggles to get off blocks once engaged at the point. Does not possess great growth potential.
Analysis: 
A potential late-round pick before the season, Neal has kind of fallen off the scouting radar for no apparent reason. He's a situational pass rusher who can be used as a one-gap end or stood over tackle, and he plays with a special-teams mentality. Neal has growth limitations, but his combination of aggressiveness, explosion and ability to rush the edge is an attractive package in third-down and obvious passing situations.
