Four-year starter who caught 33 passes for 414 yards and two touchdowns in 2016, earning Honorable Mention All-Pac-12 honors. Made 44 receptions for 564 yards and four scores as junior. Played nine games in 2014 before a foot injury ended his season with 25 catches for 272 yards and two touchdowns. Set career highs across the board as a freshman with 51 receptions for 696 yards and seven touchdowns, getting named Honorable Mention All-Pac-12.
Pos: 
Small but tough receiver who also lends a hand as a return specialist. Comes over the middle, adjusts to the errant throw and extends to make the reception away from his frame. Uses the sidelines well, shows a burst of speed and gets vertical then competes to come away with the difficult catch. Displays relatively strong hands and the ability to pull the ball from the air. Lays out or extends for the tough grab and makes a number of difficult receptions.
Neg: 
One-speed receiver who lacks a burst. Has size limitations and loses out in battles.
Analysis: 
Phillips was a solid receiver on the college level but has size limitations. His return skills will ultimately decide whether or not he makes a Sunday roster.
