Three-year starter who was named Honorable Mention All-Big Ten and led Maryland in tackles in each of those three seasons. Made 90 tackles (six for loss) with a team-high 3.5 sacks and four forced fumbles and added three pass breakups as a senior. Posted 106 tackles (nine for loss), six sacks, two forced fumbles and four PBUs in 2016. Tallied 103 tackles (14 for loss) with three pass breakups as a sophomore.
Pos: 
Productive college linebacker with poor size and speed for the next level. Breaks down well, stays on his feet and plays faster than his 40 time. Quick and fluid collapsing laterally, shows speed in pursuit and hustles to the action. Gets outside the numbers and cuts off the flanks from ball carriers. Plays with quickness. Sells out on the blitz and has a closing burst.

Easily disrupted from the action by initial blocks. Occasionally late to react to coverage assignments.
Analysis: 
Carter is a one-gap linebacker who plays with a special-teams mentality and could back up on the inside of a 3-4 alignment if he plays well on special teams this summer.
