Three-year starter who tied for the team lead with three interceptions and eight pass breakups and made 43 tackles in 2017 to earn an invitation to the NFLPA Bowl. Matched the team lead with two INTs and posted 45 tackles and six pass breakups as a junior. Recorded 55 tackles (four for loss), one interception and eight PBUs in 2015. Made one start as a true freshman and tied for the team lead with two interceptions, tallying 18 tackles, one sack and one pass breakup.

Nice-sized cornerback with an inconsistent game. Battles opponents throughout the action and competes to break up passes. Gets vertical and adjusts and contorts to defend the throw. Possesses excellent hands for the interception. Chases the action hard, works to make plays and wraps up tackling. Strong and beats opponents down to knock away the throw or get up the field to make plays on the ball carrier.

Late out of his transition and constantly plays catch-up downfield. Lacks great closing burst. Often indecisive.
Analysis: 
Toliver flashed ability early in his Arkansas career and was graded as a potential fifth-round pick entering his senior campaign but never took his game to the next level. He possesses the size and speed the play in the NFL but must elevate every area of his game.
