Bio: 
Three-year starter who earned Second Team All-ACC honors and made 89 catches for 904 yards and four touchdowns as a senior. Named Honorable Mention All-ACC after catching 90 passes for 822 yards and six scores in 2016. Started eight games as a sophomore and led the team with eight total touchdowns, making 29 receptions for 286 yards and three TDs and rushing 41 times for 234 yards and five scores.
Pos: 
Small but explosive pass catcher who can double as a return specialist. Plays with tremendous quickness, comes back to the ball and competes to make receptions in a crowd. Plays bigger than his listed size and uses his frame to protect the pass. Gets vertical and contorts to come away with difficult receptions. Catches the ball in stride and extends his hands to snatch passes away from his frame. Shows some elusiveness and the ability to create yardage after the catch.
Neg: 
Consistently loses out in battles. More of a one-speed skill player. Not a stout receiver. Easily brought down at the point.
Analysis: 
Philips is a solid football player with size and speed limitations. His next-level future will be determined by his play on special teams this summer.
