Bio: 
Two-year starter who was named Honorable Mention All-Pac 12 and tied for the team lead with two interceptions and two forced fumbles in 2017 despite suffering a lower-body injury in October that ended his season. Made 65 tackles (5.5 for loss) with three sacks in seven games before the injury. Led Cal with 84 tackles (3.5 for loss) and added two sacks, one interception and three pass breakups as a junior. Posted 29 tackles, two interceptions and one forced fumble in 2015. Led the team with three sacks as a true freshman and recorded 34 tackles (five for loss).
Pos: 
Explosive and athletic linebacker whose progress was halted by injury last season. Breaks down well, displays excellent range and covers a lot of area. Instinctive, plays heads-up football and effectively makes the defensive calls. Fierce, chases the action hard and quickly gets to the flanks in pursuit. Physical and works hard to make plays. Aggressive and looks to finish off opponents. Strong open-field tackler.
Neg: 
Inefficient and does not always take proper angles to the action. Never had great production.
Analysis: 
Downs is a hard-charging linebacker with underrated athleticism and above-average instincts. He offers possibilities in a variety of schemes but must stay healthy and produce over the long haul.
