Three-year starter at defensive back who started his career as a wide receiver. Earned First Team All-MAC honors in each of his final two seasons at Western Michigan. Led the team with three interceptions and matched the team lead with 10 pass breakups in 2017, returning two kickoffs for touchdowns to earn First Team All-MAC accolades as a kickoff returner. Named Second Team All-MAC as a punt returner in 2016 and 2017 after posting 327 punt return yards and one TD over those two seasons. Tied for the conference lead with four interceptions and broke up a team-high nine passes as a junior while returning one kickoff for a touchdown and being named Second Team All-MAC as a kick returner. Earned Second Team All-MAC as a defensive back and kick returner and led the team with five interceptions while returning one kickoff for a TD in 2015. Named Third Team All-MAC as a kick returner and returned one kickoff for a score as a true freshman while catching 32 passes for 479 yards and two TDs.
Pos: 
Smallish but explosive cornerback who also impacts the game as a return specialist. Aggressive, mixes it up with opponents and gives effort defending the run. Effective facing the action, quickly tracks the pass in the air and nicely adjusts to defend the throw. Shows a terrific burst to the ball out of his plant and possesses good hands for the interception. Fires up the field to defend the run and plays heads-up football.
Neg: 
Lack of height is an issue, as he’s overmatched by taller receivers. Lacks a second gear and may be a liability in deep coverage.
Analysis: 
Phillips was a good cornerback for Western Michigan the past two seasons and could line up in nickel or dime packages at the next level while being a team’s primary punt returner.
