Four-year starter who earned Third Team All-Sun Belt honors and led Georgia State with five pass breakups in 2017 while making 46 tackles with one interception. Named Honorable Mention All-Sun Belt as both a sophomore and a junior. Tied for the team lead with three interceptions and posted 43 tackles and four PBUs in 2016. Recorded 50 tackles (4.5 for loss), two interceptions, two sacks and eight pass breakups in 2015. Started the final eight games of his true freshman season and made 43 tackles with one interception.
Pos: 
Developing cornerback with nice upside. Relatively athletic, keeps the action in front of him and forces opposing quarterbacks to look away from him. Fluid in reverse, quick flipping his hips and smooth in transition. Effectively brackets receivers over the middle of the field with safeties and tracks the pass in the air. Reads and diagnoses the action and has a closing burst.
Neg: 
Lacks true deep speed and a second gear. Struggles to stay on the receiver’s hip out of breaks. Gives a large cushion at the line of scrimmage.
Analysis: 
Sullivan was not rated by scouts entering the season but has gone from draft afterthought to potential late-round pick. He has the ball skills and athleticism to line up as a dime back in zone coverage and is best in a situation that reduces his area responsibilities.
