Big-play receiver who flashes the ability to take over games. Runs solid routes and shows the ability to separate from defenders. Quick-footed into breaks, stays low on exit and positions himself to make the reception. Tracks the pass in the air and displays focus as well as concentration. Extends his hands and effectively times pass receptions. Fluidly releases off the line of scrimmage and immediately gets to top speed. Displays himself as a solid vertical receiver. Gets vertical and contorts to the errant throw. Immediately transitions upfield and gives effort after the catch.
Neg: 
Consistently struggled in battles last season. Did not take his game to the next level in 2018, in large part due to poor quarterback play at North Carolina.
Analysis: 
Ratliff-Williams has the size, speed and skill to develop into a No. 2 receiver at the next level if he progresses on the field. He comes off a somewhat disappointing junior campaign but is still worth consideration in the late part of the draft’s second day.
